The lottery is one of the most popular forms of gambling in Singapore. There are three main types of lottery games in the city-state: 4D, Toto, and Singapore Sweep.

Toto, which was first introduced in 1968, is a progressive jackpot game where the prize amount increases each time it’s not won. The jackpot starts off at S$1 million, and it can roll over for up to four times before being won by someone who matches all six of the winning numbers.

There are also multiple variants of Toto, each with its own unique features. Players can choose six numbers from 1 to 49 and pay a minimum of $1 per board. The lottery is drawn twice a week on Monday and Thursday.

The easing of Covid-19 restrictions has led to a “dramatic surge” in placed bets on 4-D, Toto and sports such as football, local media reports have said. The total sum wagered was S$9.2 billion in the financial year ended March 2022, a 40% increase on the previous high of $8.1 billion set in the 2018/19 period.

A spokesman for the Tote Board, a statutory body which governs lottery operator Singapore Pools and Singapore Turf Club, which operates horse races, told local media that the sums bet on lotteries and sports in the last financial year increased due to the easing of Covid-19 restrictions.

The spokesman said that lotteries and sports betting comprise 4-D, Toto, and Singapore Sweep, with sports betting encompassing football and motor racing bets. Casino entry levies are also a major source of income for the Tote Board, which collected S$125 million in casino entry revenue in the financial year ended March 2022, up from S$114 million the year before.
